Different stations often track qualifications, certifications and availability in different ways. One site records things meticulously; another keeps it informal. Standards for what counts as available, or as current on a given certification, may quietly differ from one station to the next.

The consequences of this inconsistency include:

  • A qualification that has lapsed at one station being assumed valid at the organisational level.
  • Difficulty comparing readiness fairly across sites when the underlying records are not kept the same way.
  • Uncertainty about whether a crew drawn from several stations collectively holds every skill an incident requires.
  • Training and renewal needs that are visible locally but invisible to whoever plans across the whole organisation.

Individually these are minor. Across a large organisation they accumulate into a picture of readiness that no one can fully trust, precisely because it was never assembled on a common basis.

Challenge five: shared situational awareness across command

The final challenge sits above the others. Even when each station manages itself well, command needs to see the whole territory at once — every site, every resource, the current state of coverage — in order to make sound decisions for the organisation as a whole. That shared awareness is difficult to sustain when it must be reconstructed manually each time it is needed.

Without it, senior officers are left reacting to whichever station raises its hand loudest rather than anticipating where support will be needed next. Command by consolidation of separate reports is always a step behind the situation, and the larger the organisation the wider that gap becomes.
